1. Why is IRBRS different from commercial banks?
The main goal of IRBRS is to ensure financing of the projects which are important for the national economy and which were of no interest to the private sector because they do not make a direct profit (e.g. infrastructure) or demand large investments or are very risky. Therefore IRBRS is not competetive to the private capital but work of the Bank is rather complementary to commercial banks. IRBRS is not going to provide funds directly to the beneficiaries, but through commercial banks and microcredit organizations. IRBRS is not going to provide leasing services, collect deposits, nor issue guarantees and thus it is not under the competence of the Banking Agency of the Republic of Srpska. IRBRS is not a donor institution.
2. How are the funds going to be provided, are they all going to be provided at the same time?
The funds will be provided through a network of branch offices of commercial banks and microcredit organizations subject to formal agreement with IRBRS. The funds will be released according to a scheduled plan, in order to avoid macroeconomic impacts (inflationary preassure).
3. Is IRBRS going to participate in the capital market?
As an active stakeholder, IRBRS aims to improve the capital market through an increase in liquidity and support to new issues of securities.
